The South Carolina Department of Consumer Affairs (SCDCA) is the state consumer protection agency. Disputes related to solar sales and leases are regulated by SCDCA.
South Carolina Office of Regulatory Staff
The South Carolina Office of Regulatory Staff (ORS) The ORS represents consumers of investor-owned utilities (utilities) in South Carolina before the Public Service Commission of South Carolina (PSC). The PSC is the state agency that sets utilities’ rates. The ORS must look at the impact to the consumer and utilities’ continued investment in reliable and high-quality services. The ORS also The ORS has shared oversight with federal agencies for railroad and natural gas pipeline safety in South Carolina. The ORS administers the leasing program for solar panels in South Carolina. The ORS also houses the Energy Office.
Carolinas Clean Energy Business Association
The Carolinas Clean Energy Business Association (CCEBA) is a 501(c)(6) non-profit trade association for North and South Carolina’s clean energy industry.

The South Carolina Solar Council (SCSC) provides a platform for solar energy growth in South Carolina accomplished through education and dialogue with all stakeholders including citizens, advocates, utilities, and policy makers.
